Louis was elected to the Ohio state legislature for the 1913-1914 term, the only Republican member from Hamilton Co. The Democrats introduced a series of measures to open investigations of Republican members, gerrymander their districts, and cause other troubles for them. Louis introduced a bill to prohibit women from wearing low necklines and short sleeves, and pursued it vigorously. The resulting attention of the national press also drew attention to the legislation being pushed by the Democrats, disrupting their plans. Only when a new legislature, with substantial Republican representation, was elected did he admit he had never been serious about regulating women's dress.
