Frances E. Shepherd was born on 23 Apr 1899 in Saunemin, IllinoisG.4,5,6
     She appeared on the 1900 Federal Census of Saunemin, Livingston Co., Illinois, G in the household of her parents, William Finley Shepherd and Elizabeth E. Cunningham.12 She appeared on the 1910 Federal Census of Saunemin, Livingston Co., Illinois, G in the household of her parents.13 She appeared on the 1920 Federal Census of Saunemin Twp., Livingston Co., Illinois, G in the household of her parents.14
     She moved to Cook Co.G with her mother after the death of her father. Frances appeared on the 1930 Federal Census of Oak Park, Cook Co., Illinois, at 207 South Kenilworth Ave., G in the household of her mother.
     She was an elementary school teacher in public schools. She reported in 1940 she had worked 35 hours the last week of March, and 40 weeks the prior year, earning $1,900.15,16
     Frances appeared on the 1940 Federal Census of Oak Park, Cook Co., Illinois, at S. Oak Park Ave. G, enumerated 29 Apr 1940, with her sister Norma, reporting they rented their home, for $53 per month, and that they had lived in the same house in 1935.17
     Frances married Thomas Henry McNeill Jr., son of Thomas Henry McNeill and Hannah E. Hammond, on 12 Nov 1956 in Oak Park, Cook Co., IllinoisG.3,7
      No clear record has been found of where Frances and Thomas settled after their marriage. Her obituary describes her as "of Oak Park," where she taught for many years, so they may have lived there after they married.18
     Frances died on 27 Jan 1962 at age 62.8,9,6 She was buried on 29 Jan 1962 in Sunny Slope Cemetery, Saunemin, Livingston Co., IllinoisG.10,11
