     He moved to Cincinnati, Ohio with his parents by 1893.21 He appeared on the 1900 Federal Census of Cincinnati, Hamilton Co., Ohio, in the household of his parents, William Capelle and Maria Wilhelmina Wieman.2

     Louis graduated Y.M.C.A. Law School in Cincinnati 28 Jun 1904, with an LL B. degree, and was admitted to the bar. He was one of 21 graduates. The Cincinnati school was one of many founded by the Y.M.C.A. to provide opportunity for non-traditional students to obtain law degrees, in part by offering evening classes. It became known as the Salmon P. Chase College of Law, and was merged with the Kentucky state university system in 1971. It is now part of the Northern Kentucky University, located in Covington, Kentucky.24,25,26,27

     Louis was elected to the Ohio state legislature for the 1913-1914 term, the only Republican member from Hamilton Co.. The Democrats introduced a series of measures to open investigations of Republican members, gerrymander their districts, and cause other troubles for them. Louis introduced a bill to prohibit women from wearing low necklines and short sleeves, and pursued it vigorously. The resulting attention of the national press also drew attention to the legislation being pushed by the Democrats, disrupting their plans. Only when a new legislature, with substantial Republican representation, was elected did he admit he had never been serious about regulating women's dress.28,29
     His wife died on 28 Jul 1913 in 1506 Tacoma St., Cincinnati, Hamilton Co., Ohio.30,31
     Louis married second Eva May Smith, daughter of Edward Smith and Anna Cook, on 9 Aug 1914 in Cincinnati, Hamilton Co., Ohio, with Rev. H. Harfner officiating.13,14,15
     He was appointed Assistant Prosecuting Attorney in the Hamilton Co. prosecutor's office in 1915, serving until 1919.32,33,34 He registered for the draft for World War I on 9 Dec 1918, while living at 1504 Aster Place, Cincinnati, Hamilton Co., Ohio, reporting he was employed as an assistant county prosecutor for Hamilton Co.1

     Louis was elected Hamilton County Prosecutor in 1919, serving two terms. He retired in 1924 and resumed his private practice.35,33,34
     Louis and Eva appeared on the 1920 Federal Census of Cincinnati, Hamilton Co., Ohio, at 1504 Aster Place, enumerated 12 Jan 1920, reporting they owned their home, free of mortgage. Their children Louis and Smith were listed as living with them.36
     He continued to be active in politics, serving as chairman of the Hamilton County Republican Campaign Committee in 1924.37
     Louis died on 16 Apr 1925 in Cincinnati, Hamilton Co., Ohio, at age 42.16,17,18
     The Common Pleas Court and the Court of Appeals were adjourned for his funeral, and all the judges of both as well as scores of county, city, and Federal officials and employees attended the services at the chapel at an unknown place . Services were conducted by Rev. Henry Haefner of the Evangelical Protestant Church. Then the service for the dead was led by the Thrice Potent Master of Gibulum Lodge of Perfection, Scottish Rite, in which Louis's Scottish Rite ring was presented to his 10-year-old son. Pallbearers included the a former County Auditor, the current County Prosecuting Attorney, two Common Pleas judges, and a municipal judge.38 He was buried on 20 Apr 1925 in Cemetery of Spring Grove, Cincinnati, Ohio, in the lot owned by his wife.19,20
