Julia Alberta Flora was born on 18 Mar 1907 in Bath, West Virginia.7,8,9She appeared on the 1910 Federal Census of Berkeley Springs, Morgan Co., West Virginia, in the household of her parents, Edward K. Flora and Mary Arizona Wellen.4
Her mother died on 22 Sep 1912, when Julia was 5 years old.13,14,15 Julia appeared on the 1920 Federal Census of Martinsburg, Berkeley Co., West Virginia, in the household of Charity Ann Merchant, her father's step-mother.16
They moved to 108 Pennsylvania Ave. by 192217 and to 201 E. Union Ave. by 1927.18 They moved to 116 E. Union Ave. by 1929.19
Julia and Robert Marion Palmer appeared on the 1930 Federal Census of Martinsburg, Berkeley Co., West Virginia, at 803 3rd St., enumerated 14 Apr 1930, shown as married. They report they rented their home, for $12.00 per month, and did not own a radio. Their children Jean and Doris were listed as living with them, as were his aunt, Mary Palmer, and a cousin, apparently her son, Robert, age 6.20
Julia and Robert, son of James H. Mingle and Catherine Geneive Palmer, were officially married on 10 May 1930 in Gettysburg, Pennsylvania, with Rev. Edward H. Jones officiating. They reported in the 1930 census that each had married at age 19, but Julia was listed in the 1928 and 1929 city directories under her maiden name.5,10,11
Julia and Robert appeared on the 1940 Federal Census of Martinsburg, Berkeley Co., West Virginia, at 207 Union Ave., enumerated 4 Oct 1940, reporting they rented their home, for $15 per month, and that they had lived in the same house in 1935. Their children Jean, Doris and William were listed as living with them, as was his mother.21
She was working as a knitter in a hosiery mill by 1940, when she reported she had worked 40 hours the last week of March, and 30 weeks the prior year, earning $550.22
Julia died on 15 Jul 1985 at age 78.9 She was buried in Rosedale Cemetery, Martinsburg, Berkeley Co., West Virginia.12

All available records show that Jean and Doris were the children of both Julia and Robert, but they were born five and two years, respectively, before their parents' official marriage. While the parents each claimed in 1930 to have been married at age 19, no evidence of a marriage then has been found, and she was using her maiden name as late as 1929.
